Hypergeometric Tail Probabilities

This paper improves an existing inequality between the tail probabilities of
two related hypergeometrics. The inequality is made more general by the
removal of restrictive conditions. It is also shown to be strict in all but
certain boundary cases and to have implications in significance testing.
